  Website does not advise you to BUY YOUR AIRLINE TICKETS FIRST, and bring proof of your trip for an application to have a passport renewed if you have not visited in the past X years (not sure how many). What a waste of customers time and money. If you just want to have a new passport (without planning a trip in the immediate future) you are not getting one - period.

  Seems like the workers spend more time being on holidays and or closed then actually doing work. Being open from 8:30 to 1PM - 5 days a week in a city with a population of over 6,000,000 is a joke to say the least.
